Your Committee on Finance, to which was referred Resolution No. 17, reports as
follows:
Resolution No. 17, transmitted jointly with Bill No. 12, via Communication No. 50 from
Finance Director Hany Takahashi, dated December 18, 1996, authorizes the County of
Hawaii to enter into an agreement with the United States of America for a Violence
Against Children grant.
The United States of America, through the State Department of the Attorney General,
and the Hawaii County Police Department, is desirous of providing funding for expenses
to conduct initial and refresher training in the areas of extrafamilial and intrafamilial
sexual and physical abuse of children. This grant will enable the availability of
investigators to respond to child physical and sexual abuse calls, and to improve the
investigative support system by implementing technical and procedural changes within
the department.
Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal Government may
enter into agreements with the Council of the County of Hawaii providing the
expenditure or receipt of funds or for other assistance. The Mayor is hereby authorized
and designated to sign in the name of the County Project Number 96-DB-6, which will
effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution
No. 17 and recommends its adoption.
