Your Committee on Finance. to which was referred Resolution No. 147, reports as follows:
Resolution No. 147, transmitted by Finance Committee Chair Aaron Chung, via Communication
No. 453, dated August 20, 1997, amends Ordinance 97-80, the Salary Ordinance, by adjusting
the pay grade of the Fiscal Program Review Auditor (LA-TII).
The existing pay grade for LA-III ranges from step B ($33,780) to step H ($45,312). Resolution
No. 147 amends the pay grade to begin at step B ($39,120) and end with step D ($45,312).
Resolution No. 147 allows just compensation for the Fiscal Progratn Review Auditor position
whose duties, responsibilities and level of expertise warrants a higher rate of pay.
Pursuant to Section 46-32 of the Hawaii Revised Statutes, the Council of any county may
appoint and employ personnel as it deems necessary and to prescribe their powers, duties and
compensation. Section 3-13 of the Hawaii County Charter, provides for interim amendments to
the Salary Ordinance to be made by resolution.
Concerns were expressed by Your Committee regazding the need for job descriptions for
positions within the Legislative Branch. 'The Legislative Auditor's Office has developed job
requirements for the Fiscal Program Review Auditor position.
A revised draft of Resolution No. 147 was submitted due to a minor numerical error found in the
last paragraph of page one.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 147,
Draft 2 and recommends its adoption.
