RE: Convening of a Special Meeting of the Council to Deliberate and Take Action on
a Resolution SupporCing the Passage of House Bill No. 345, Relating to the
Postponement of a Comprehensive Public Funding Program for the County of
Hawaii Council Elections
Pursuant to the provisions of HRS §92-7, I hereby request a special meeting of the council to be
held on Monday, April 13, 2009, to commence at 9:00 a.m.
The purpose of this special meeting is to deliberate and take final action on a resolution to
support the passage of House Bill No. 345. House Bill No. 345 can be viewed at:

As this matter is currently before the State Legislature, expedition of its discussion and a
subsequent action by the council, either adoption or filing of the resolution, is required.
The resolution to be placed on the special meeting agenda of the council is attached.
A waiver from the appropriate council committee is also attached.

RE: Resolution No. _98-09 :Supporting the passage of House Bill No. 345, relating to
the postponement of a comprehensive public funding program for the County of Hawaii Council
elections.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
