TO: J Yoshimoto, Council Chair ? ~ i -17 and Council Members - - FROM: Dennis "Fresh" Onishi, Council Member DATE: April 1, 2009 SUBJECT: Resolution Transferring Contingency Relief Funds (Council District 4) Contingency Relief funds from Council District 4 will be appropriated to the Hawaii County Police Department to be used to fund an Aggressive Driving Program in East Hawaii. The objective of the program is to reduce the incidents of aggressive driving behavior and the number of traffic accidents within the major traffic corridors; to identify and cite drivers demonstrating aggressive driving behavior; and to enhance community awareness regarding aggressive driving behavior. The Hawaii Police Department will conduct a minimum of 50 enforcement projects in Council District 4, both highly visible projects during peak traffic periods and inconspicuous projects utilizing unmarked vehicles. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Finance Committee to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Finance Committee for placement on its future agenda.
