Subject: An Ordinance Amending Chapter 24, ivision 3, Vehicles and Traffic Code, Hawaii
County Code 1983 (2005 Edition, as Amended), Relating to Inattention to Driving
Attached for your consideration is an ordinance amending chapter 24, Vehicles and Traffic, of the Hawaii
County Code, with a new section relating to violations for inattention to driving.
In particular, this new section stipulates that it is a violation to use a mobile electronic device while
operating any vehicle, unless used with a hands-free device.
Exemptions for emergency responders in the course of their official duties and drivers using two-way
radios while performing their work-related duties are provided.
