This fund clearly represents the voice of the people. Look at other options for balancing the budget besides sacrificing the 2% fund at a time when property prices are lower than they have been in some years. According to the Kona Board of Realtors, land prices have fallen approximately 30%. NOW is the time to save land from development. NOW before the opportunity is forever lost. Not having the funds to develop purchased land is not an adequate reason for not making the purchases. Simply making the purchases is a huge step in preserving the lands from big development.
