Dear Mayor Kenoi and Council Members:
In a recent issues of WHT I read with dismay that you planned to raid the 2 percent fund that
was set aside for open space or to defer payment into the fund.
We ordinary citizens realize that a economic crush is felt by the city, county, state and federal
governments as it also affects us. All families and households are tightening their belts and
making adjustments. Just as we must cut back it is even more critical that our county
government also tightens its belt. In fact, the county should take the initiative and be a role
model for conservative spending.
However, there is a shocking absence of park and open areas here on the island of Hawaii.
Most states have dedicated parks or open areas as well as National Forests and National
Parks where families can go to enjoy the outdoors. On Hawaii Island there are many people
who were born and grew up here who never have had the opportunity to spend time in the
beautiful mauka lands.
Now there are more generations growing up with limited areas to visit. We should and must
leave our youth a heritage of places where they can have the opportunity to play and to enjoy
the beauty of Hawaii. Although it will be difficult we must not deprive them of this privilege.

Let's be ready to buy or save the land now or very soon before we lose the opportunity. On the
mainland I have seen the forests and wilderness areas ruined because they said they would
limit the intrusion to only put in roads to harvest timber. Once the road or buildings are there it
changes the land and it never returns to its original beautiful state.
America has experienced recessions before and recuperated so we can do it again. We
citizens as well as elected officials need to face up to the necessity of living within our budgets
or doing without. I commend Mr. Yagong for exploring budget cutting ideas.
Major Kenoi and council members please do not tamper with the 2% fund. Please only use it
for the goal for which it was created.
