Comm. 769: RESOLUTION TO CREATE A COMPUTER EQUIPMENT
(Res. 247) ACCOUNT FOR THE GOLF COURSE FUND - $4,950
From Director of Finance Harry A. Takahashi, dated March 10,
] 998, transmitting the above resolution. The Hilo Municipal Golf
Course needs to replace its current computer system, allowing
upgrade of programs and increased use. The current system does
not have sufficient disk space to run the necessary programs
beyond the year 2000.
Comm. 771: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC)
EXECUTIVE COMMITTEE MEETING OF
MARCH 13, 1998
From Al Smith, Secretary-Treasurer, HSAC, dated March 17,
1998, transmitting highlights of the Executive Committee meeting
of March 13, 1998.
The Executive Committee referred both the proposed HSAC
Annual Budget and a memorandum on the appointment of HSAC
Officers for fiscal year 1998-1999 to the county councils.
However, since Hawaii County is currently considering the
proposed HSAC Annual Budget under a separate communication
(C-734), action is requested only on the following:
ACTION REQUESTED: Hawaii County Council to appoint one of
its members to serve as an officer of HSAC for fiscal year 1998-
1999. Appointment of an alternate is also requested.
Comm. 772: ORDINANCE BILL AMENDING THE CAPITAL BUDGET BY
(Bill 214) ADDING THE WAIKOLOA ROAD SHOULDER
IMPROVEMENTS, MAMALAHOA HIGHWAY TO PANIOLO
AVENUE (AT VARIOUS LOCATIONS)

1998 transmitting the above bill. Shoulder excavation and paving
of portions of Waikoloa Road are included in this project.

(Draft 2) contained in Bill 214.

Comm. 776: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS
(Res. 250) OF A LATER FISCAL YEAR FOR A CONSULTANT
SERVICES CONTRACT TO PREPARE AN ECONOMIC
ASSESSMENT REPORT AS PART OF THE GENERAL PLAN
REVISION PROGRAM
From Planning Director Virginia Goldstein, dated March 20, 1998,
transmitting the above resolution. Informs that the 1997-98 FY
budget included $50,000 to do such a contract. However, in
negotiations with the potential consultant, they are informed that
the current appropriation is inadequate to cover the contract cost.
Also, informs that the 1998-99 FY budget includes an additional
$100,000 for consultant services, $25,000 of which is requested to
be added to the current appropriation of $50,000 to complete the
economic study.
Comm. 778: NEGOTIATED COST ITEMS, HAWAII GOVERNMENT
(Res. 251) EMPLOYEES ASSOCIATION BARGAINING UNIT 13 AND
EMPLOYEES EXCLUDED FROM BARGAINING UNIT 13
From Mayor Stephen K. Yamashiro, dated March 23, 1998,
transmitting the above resolution. The settlement covers the period
from July 1, 1997 through June 30, 1999 and includes step
movements over the two years, a 1.55% across-the-board increase
on January 1, 1998 and a 1.54% across-the-board increase on
July 1, 1998. Attaches an exhibit showing the total cost of these
various adjustments over the two yeazs of the contract.
]f approved by the legislative bodies of all jurisdictions, the
increased costs for this fiscal yeaz will be covered by the Provision
for Compensation Adjustment appropriation in the current budget.
Comm. 779: STATUS REPORT ON CONTRACT NEGOTIATIONS
From Director of Personnel Michael R. Ben, SPHR, dated
Mazch 24, 1998, submitting for information a status report on
contract negotiations for Bazgaining Units O1, 02, 03, 04, 12
and 13.

file closure on the following deferred measures:
Bill No. 67, Draft 2 -Amends Chapter 15, Article 2, Section 15-19
of the Hawaii County Code 1983, Relating to the Use of Audio
llevices. From Council Member Keola Childs. The bill restricts
the use of electronically amplified audio equipment in certain
County parks (l0 p.m. to 10 a.m.). (FC Report 70) (C-284)
Bill No. 168 (Comm. 767) -From Council Member Jim Rath,
dated October 19, 1995 transmitting a bill amending the Hawaii
County Code 1983, by adding a new chapter creating a
concurrency ordinance.
Res. No. 293 (Comm. 1071) -From Council Chair Keiko Bonk-
Abramson, dated March 7, 1996, transmitting a resolution
requesting the Mayor to initiate a land exchange with
Kamehameha Schools/Bishop Estate to acquire 1,000 acres of
selected parcels makai of the Lower Hamakua Ditch for
development of a County agricultural park or to be leased to
legitimate farmers or farming organizations.

Production Company, requesting a video production booth to be
located at the back of the Council chambers for storage of his
production equipment between meetings.

Takahashi, dated January 15, 1997, transmitting a resolution
authorizing the leasing of County lands for agricultural and timber
uses by sealed bids or negotiations.
