Members of our County Council
Aloha Kakou,
My name is Jerry Konanui and I live in the district of Puna.
My testimony is in Strong Support of County Resolution No. 81-09 a
resolution urging opposition to House Bill 1226, HD 1 relating to Genetically
Modified Plant Organisms.
House Bill 1226 HD 1 is a preemptive legislation. It is an outrageous
attempt to prevent our State and County officials from protecting their
constituents and interests by preventing them from providing badly
needed regulation of genetically modified plant organisms.
With existing federal guidelines already GMO have been brought
into Hawaii,
-without any labeling
-without our informed consent
-without any safety protections for people who eat them
-without the precautionary principles applied
-without an EIS
-without any scientific safety studies to prove that they are safe
Our founding fathers in their wisdom designed the separate levels of
government each with their unique and specific rights and powers so that
there would be a system of checks and balance.
I will not distract you with reports and studies of the failures and
inabilities of our Federal Agencies to protect and provide for its citizens.
Nor will I distract you with the countless studies and evidence of the
invasive biological pollution and bad science created by the genetic
modified life science industry.

This process is way more then just about GMO. Regardless of how
we all feel about the GMO issue, the most serious and important underling
factor here is the taking of those rights and powers from the State and
Counties and placing them into the hands at the Federal Level. This is a
very serious and dangerous threat to our democracy.
Today we have the ability to debate the issues, educate each other
on our position push our ideas and passion with the ultimate decision
voted on by our local representatives, that is the democratic process we
need to leave for our children and their children. HB 1226 HD 1 takes that
away on the GMO issue.
So please support and pass County Resolution 81-09 if not for us, for
our children and our grand children.
