Your Committee on Finance, to which was referred Resolution No. 62-09, reports as follows:
Resolution No. 62-09, transmitted by Deputy Corporation Counsel Gerald Takase, via Communication
No. 181, dated' February 20, 2009, authorizes the abandonment, sale, and acquisition of real property with
Randolph and Susan Cabral, Tax Map Key (3)2-6-010:060, situate at Kaiwiki, South Hilo, Hawaii.
At the request of the Department of Finance Property Management Division, Communication 118. 1,
dated March 17, 2009 was transmitted by County Clerk Kenneth Goodenow proposing an amendment to
the first Be It Further Resolved clause. As amended the clause will read as follows:
"BE IT FURTHER RESOLVED that in accordance with Sections 2-111 and 2-118, Hawaii County
Code, the Director of Finance is authorized to sell to Randolph and Susan Cabral Road Remnant
"A" outlined in green on the attached map, for that portion of their property outlined in pink on the
attached map, subject to the County of Hawaii assuming all other costs involved in the sale and
acquisition."
Councilmember Hoffmann questioned why the amendment was being made. Craig Masuda, Deputy
Corporation Counsel, explained that this action is the sale of one remnant and the purchase of one
on the other side of the parcel to benefit both the current owner and the County and will allow the
realignment of Kaiwiki Road in this area. The county water lines will also run under the newly
acquired remnant
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 62-09, as amended
to Draft 2, and recommends its adoption.
