No. 162 PLACE: Sheraton Keauhou Bay Resort & Spa 78-128 Ehukai Street Kailua-Kona, Hawaii TIME: 3:15 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Communication No. 162, reports as follows: Communication No. 162 from Mayor William P. Kenoi, dated February 19, 2009, states that the Ka`u Community Development Plan (CDP) process has been initiated by the County of Hawaii Planning Department. It further states the Hawaii County General Plan calls for the formation of a Steering Committee, whose members would be appointed by the Mayor and confirmed by the County Council. Communication No. 162 introduces eleven (11) individuals who live and/or work in Ka'u and who have been nominated by Mayor Kenoi to serve on the Ka`u Community Development Plan Steering Committee (CDPSC). The primary purpose of the Steering Committee is to ensure that the Ka`u CDP process has broad based community participation, and that the plan is prepared in the best interest of the health and welfare of the community. The Steering Committee would serve as ambassadors for the planning process and their term is for a two-year period and would be extended, if necessary, to run parallel with the CDP process. The following individuals have been nominated by Mayor Kenoi: 1. Donna-Marie Ambrose 2. Patricia Barry 3. Richard Creagan 4. Robert DaMate 5. Ronald Ebert 6. Leina`ala Enos 7. Michelle Galimba 8. Loren Heck 9. Eldridge Naboa 10. Marino Ramones 11. Simon Torres, Jr. PC Report 13 Communication 162 Page 2 of 2 Two members of the public provided testimony to your Committee members. Mr. Chris Manfredi stated that in general he felt that the nominees were "a good group", but he thought that the inclusion of large landowners on the Steering Committee was lacking. Ms. Margaret Wille stated that she approved of the CDP process and encouraged the members to consult CDP committee members from prior committees in other districts, and to use their knowledge. Council Member Guy Enriques moved to divide the question and consider each nominee separately. Your Committee voted in favor of the motion. As a result, the discussion and voting regarding each nominee will be reported in its own committee report. The following individual was nominated by Mayor William P. Kenoi: Richard Creagan - Council Member Guy Enriques stated that he made a decision, albeit a very difficult one. Mr. Enriques stated that he was opposed to the nomination of Richard Creagan to the Ka'u CDP Committee. He stated that he certain items in the nominee's application could not be verified. Mr. Enriques stated that the nominee was not recognized by key personnel at either of the hospitals listed on the nominee's application. Mr. Enriques stated that there were other reasons that he was opposed to this nomination, but would not go into those reasons unless it was absolutely necessary. Other members of your Committee stated that they supported Mr. Enriques' position. They stated that they were confident that Mr. Enriques knew his community quite well, and if he was opposed to a particular nominee, there was a good reason for his opposition.
