(Res. 104-09) MULTI-YEAR LEASE EXTENSION AGREEMENT WITH GRACE BASQUE
FOR THE KONA ELDERLY ACTIVITIES OFFICE (an extension for four years,
continuing with the current lease rent of $48,000 per year, which includes the cost of
common area maintenance; the existing lease expires on June 30, 2009)

(Res. 106-09) NEGOTIATIONS FOR THE IMMEDIATE PURCHASE OF OPEN SPACE
PROPERTY CURRENTLY FOR SALE AND WHOSE OWNERS ARE WILLING
TO SELL TO THE COUNTY OF HAWAII USING THE TWO PERCENT (2%)
OPEN SPACE PRESERVATION FUND (directs the Hawaii County Finance
Director to immediately begin negotiations to purchase the Pa`o`o, Puapua`a and
Kaiholena parcels, respectively, as these properties have been nominated on the

Comm. 151: AN ORDINANCE TO ESTABLISH AN OPERATING BUDGET FOR THE
(Bill 36) COUNTY OF HAWAII FOR THE FISCAL YEAR JULY 1, 2009 TO
JUNE 30, 2010
From Mayor William P. Kenoi, dated February 27, 2009, transmitting for
consideration the proposed Operating Budget for the County of Hawaii for the Fiscal
Year July 1, 2009 to June 30, 2010. This balanced budget includes estimated
revenues and appropriations of $386,279,510 and includes the operations of eleven of
the County's special funds as well as the general fund. This budget is 4.2 percent less
than the current year's budget, and does not include an increase in property taxes.
(Note: There is a pending motion made by Ms. Ford and duly seconded by
Ms. Naeole to forward Bill 36 (Comm. 151) to Council with no amendments or
recommendations and close file on all related communications.)

(Bill 37) THEREOF FOR THE FISCAL YEAR JULY 1, 2009 TO JUNE 30, 2010 (the Capital
Improvement Projects Budget for Fiscal Year 2009-2010)

consideration the proposed Capital Budget (CIP) for FY 2009-10, and the Capital
Improvements Program for the next six years from Fiscal Year 2009-10 to 2014-15,
consisting of 46 projects requiring a total appropriation of $161,882,000, of which
approximately $140,172,000 is intended to be funded in whole or part by bonds and
$21,710,000 to be funded from Federal Grants Receivable.

public witness testimony has not been completed. If audio stream between Kona and Hilo is lost for more
