Enclosed is a resolution authorizing the Mayor to enter into an agreement for a
non-bid purchase of goods and services with the Department of Business,
Economic Development, and Tourism (DBEDT) to promote film and television
production on the Big Island.

RE: Attached Resolution
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County
of Hawai'i, this written approval is submitted in regards to Resolution N0.355-98
authorizing the County of Hawaii, through its Department of Research and Development
to enter into an agreement for non-bid purchase of goods and services with the
Department of Business, Economic Development, and Tourism (DBEDT), waiving said
referral from the Committee on Finance in order that appropriate action be taken by the
Council.
In reviewing the contents of the referral, it is deemed advisable that this waiver be
granted.
