Re: Amendment to the Hawai'i County Code
Enclosed is a bill for an ordinance amending Chapter 18, related to Public
Transportation. Section 18-1 is amended to add a definition for "director of finance"
because other sections of the chapter now use that term. Section 18-38, related to
taxicab permits, is amended to replace the term "serial" with the correct term "permit"
referring number on the taxi permit, and to remove the requirement that the driver's
home address be displayed, replacing that with the taxi company name.
Chapter 18, Section 18-38 includes the requirement that taxi driver's permits be posted
in a prominient place within the vehicle. Taxi driver's have expressed concern regarding
the requirement that they include their address on the permit. The Department of
Finance finds that this is an unnecessary requirement and that displaying such personal
information impacts the individual's privacy and security. The amendment replaces
driver's address with taxicab company information.

A. REQUEST:
Request to amend County Code, Section 18-1 and 18-38. Change to 18-1 is to add a definition for "director
ofd finance . Change to Section 18-38, related to taxicab permits, is to correct terminology to reflect the
requirement of a permit number on the taxi permit and to remove the requirement that the driver's home
address be displayed, replacing that with the taxi company name.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Taxi driver licensing responsibilites transferred to Department of Finance effective this fiscal year. Director of
Finance should be added to the definitions in Chapter 18. This is a housekeeping change.
