HomeMy WebLinkAboutRES 131 Draft 01 2008-2010COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. g3~ 09 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF HEALTH, PURSUANT TO HRS 46-7, FOR FUNDING FOR THE HAWAII COUNTY'S CONGREGATE AND HOME DELIVERED MEALS PROGRAM WHEREAS, annually, the Hawaii County Office of Aging is awarded Older Americans Act (Title III) and State of Hawaii Kupuna Care (KC) funds from the Executive Office on Aging of the State of Hawaii Department of Health; and WHEREAS, these funds are then contracted out to the Hawaii County Nutrition Program to provide congregate and home delivered meals to older individuals in Hawaii County; and WHEREAS, the American Recovery and Reinvestment Act (ARRA), signed by President Barack Obama on February 17, 2009, included an appropriation for Nutrition Services; and WHEREAS, the ARRA funds will enable the County of Hawaii to provide approximately 4,899 congregate meals and 3,561 home delivered meals to eligible older individuals in Hawaii County; and WHEREAS, in addition to the meals provided, portion of the ARRA funds will be used to employ a temporary part-time staff to deliver meals to homebound seniors and increase work hours to a number of staff at congregate meal sites; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement and related documents with the State of Hawaii Department of Health (DOH), to enable the County to receive funds for the Hawaii County Nutrition Program as noted in the DOH Executive Office on Aging's Intent to Award ARRA Funds Memorandum to the County, attached hereto and incorporated herein by reference as Exhibit "A". BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Mayor, the Hawaii County Office of Aging, and the Department of Finance. It is our intent that HCOA will receive the following: Congregate Meals ARRA $53,889 Home Delivered Meals ARRA $26,530 The period of performance for these intended funds is March 18, 2009 through September 30, 2010. These funds are subject to the allotments to be made by the Director of Finahce, State of Hawaii pursuant to Chapter 37, Hawaii Revised Statutes. We advise HCOA to check with your County Council regarding the acceptance of these funds.. In addition, we advise you to begin seeking guidance from your procurement office as to the proper procurement protocol.
