These funds are then contracted out to the Hawaii County Nutrition Program to provide congregate and home delivered meals to older individuals in Hawai'i County. The American Recovery and Reinvestment Act (ARRA), signed by President Barack Obama on February 17, 2009, included an appropriation for Nutritional Services. The ARRA funds will enable the County of Hawai'i to provide approximately 4,899 congregate meals and 3,561 home delivered meals to eligible older individuals. In addition to the meals provided, portion of the ARRA funds will be used to employ a temporary part-time staff to deliver meals to homebound seniors and increase work hours to a number of staff at congregate meal sites. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai'i Department of Health for the ARRA funding. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $80,419 into separate base accounts for Salaries & Wages and OCE, for the County's Congregate Meals and Home Delivered Meals Program. To expedite the full utilization of the ARRA funds, the Hawai'i County Office of Aging is requesting to waive the Finance Committee and to have this resolution and bill heard at the Council meeting scheduled for May 6, 2009.
