Comm. 492: AMENDMENT TO OPERATING BUDGET - PLANNING DEPARTMENT'S
(Bill 143) RFntJEST TO UTILIZE FUNDS FROM THE GEOTHERMAL ASSET FUND
From Finance Director Harry A. Takahashi, dated
September 8, 1997, transmitting the above bill. The
funds will be utilized to 1) supplement the consultant
services contract to assist the Planning Commission in
the review of claims and 2) for payment of claims to
people whom the Planning Commission finds have been
adversely impacted by activities authorized or
unauthorized by GRP No. 2., and to authorize payment
for community approved geothermal impact mitigation
projects within the Puna District.
Comm. 513: RESOLUTION INCREASING TIME ELEMENT FOR BUILDING AND
(Res. 165) GROUNDS HELPER (POSITION NO. 2066) FROM A 2/5T
TEMPORARY TO FULL-TIME TEMPORARY - DEPARTMENT OF PARKS
AND RECREATION
From Finance Director Harry A. Takahashi, dated
September 19, 1997, transmitting the above resolution.
This change would enable the Parks Maintenance Division
to utilize this position islandwide without
interrupting the work day or work week, whenever the
need arises.

COmm. 514: ORDINANCE BILL TO ADD THE HILO ROAD IMPROVEMENTS
(Bill 146) PROJECT AND THE KONA ROAD IMPROVEMENTS PROJECT TO THE
CAPITAL BUDGET ($240.000)
From Finance Director Harry A. Takahashi, dated
September 22, 1997, transmitting the above bill.
The Hilo Road Improvements project ($120,000) includes
construction of concrete retaining walls and
installation of metal guardrails on Kinoole, Haihai and
Komohana Streets.
The Kona Road Improvements project ($120,000) includes
widening and resurfacing of portions of Mamalahoa
Highway from Palani Road to Halekii Street.
Comm. 520: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER
(Res. 166) INTO AGREEMENT EOA REF. NO. HA-IIIA-98-3(N) WITH THE
EXECUTIVE OFFICE ON AGING, STATE OF HAWAII, FOR OLDER
AMERICAN ACT FUNDS FOR EDUCATION AND TRAINING

Aging, dated September 19, 1997, transmitting the above
resolution which authorizes the Council Chair to sign
the contract on behalf of the Council and copies of the
subject contract.
Comm. 521: ORDINANCE BILL AMENDING CHAPTER 2 OF HAWAII COUNTY CODE
(Bill 147) 1983 (1995 EDITION) BY ADDING A NEW ARTICLE RELATING TO
THE LEGISLATIVE BRANCH AND ITS ABILITY TO CONTRACT FOR
SFRVICES
From Council Chair James Arakaki, dated September 18,
1997, transmitting the above bill which authorizes the
Council Chair, not the Mayor, to sign contracts falling
within the scope of the legislative program.

Comm. 522: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC) EXECUTIVE
COMMITTEE MEETING OF SEPTEMBER 26, 1997
From Al Smith, Secretary-Treasurer, HSAC, dated
October 2, 1997, submitting highlights of the Executive
Committee meeting of September 26, 1997. Actions are
requested on the following:
1. Proposals for the 1998 HSAC Legislative
Package. Items suggested were Privatization,
Tort Reform, Transient Accommodation Taz and
the Indemnification of the Counties when
issuing building permits on Hawaiian Home Lands.
ACTION REQUESTED: Submit proposals for the
1998 Legislative Package by October 31, 1997.
2. Proposed 1998 HSAC Legislative Program
Policy Statement.
ACTION REQUESTED: Approval of the Policy
Statement by the Hawaii County Council.

on Thursday, October 16 at 8:30 p.m. and on Thursday, October 23 at
8:30 p.m. All the above meetings will be aired on Sunday, October 26
at 9 a.m.
