A RESOLUTION TRANSFERRING/APPI20PRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO
A DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Envision Downtown Hilo 2025 (EDH 2025) Community-Based
Vision and Living Action Plan was developed through a grassroots effort in order to create a
unified vision for the future of Downtown Hilo; and
WHEREAS, Phase II implementation of the plan, called for the creation of a volunteer
committee called the VisionKeepers to keep the plan alive, visible and off the shelf; and
WHEREAS, the VisionKeepers have developed a support network with Lead Solution
Partners from community organizations, County Government, etc., who have committed to
helping with implementing the plan; and
WHEREAS, the VisionKeepers has begun the process of community involvement to
develop guidelines for the five-year Action Plan Update to be unveiled in 2010; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Planning Department towards the EDH 2025 VisionKeepers five-year Action Plan Update
and Design Guidelines; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Plalming Director and Director of Finance and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
