RESOLUTION NO. 144 09
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO
A DESIGNATED FUND ACCOUNT(S).
WHEREAS, aggressive driving is a serious problem in the County of Hawaii; and
WHEREAS, the National Highway Traffic Safety Administration defines aggressive
driving as occurring when "an individual commits a combination of moving traffic offenses so
as to endanger other persons or property"; and
WHEREAS, long commutes, traffic congestion, familiarity of the road, and a shortage
of police officers are just some of the contributing factors that cause aggressive driving; and
WHEREAS, in many cases, aggressive driving has lead to road rage and/or an accident
involving another vehicle or a pedestrian; and
WHEREAS, Contingency Relief funds ($35,000) from Council District 3 were
transferred via Resolution 539-08 in order to establish an Aggressive Driving Project for last
Hawaii; and
WHEREAS, the goal of the Aggressive Driving Project is to reduce the number of
fatalities and injuries, and to set up additional checkpoints and roving patrol in order to reduce
speeding, illegal passing, illegal lane usage, cutting corners, and driving on the shoulders; and
WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to
the Hawaii County Police Department to continue the Aggressive Driving Project in South
Hilo and Puna; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Chief of Police and the Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
