Contingency relief funds from Council District 6 will be appropriated to the Office of Aging to
help fund transportation for the Senior Citizens of rural Ka`u to participate in the Older
Americans Month Recognition and Awards Ceremony.
Enclosed is a resolution authorizing the transfer of funds ($800) from the Clerk-Council SVC-

The Hawaii County Office of Aging (HCOA) is one of 655 Area Agencies on Aging (AAA)
designated by the Older Americans Act (OAA) of 1965, and reauthorized in 2006, to assist older
individuals to secure equal opportunity to the full and free enjoyment of the traditional
American concept of the inherent dignity of the individual in our democratic society. In keeping
in harmony with the intent of the OAA, this request is to support and assist HCOA in meeting
objective 7, section 101 of the OAM securing opportunities for older individuals to:
"Participate in and contribute to meaningful activity within the widest range of
civic, cultural, educational and training, and recreational opportunities."

RE: Resolution No. 152-09 Transferring/Appropriating and Appropriation Out and
From the Designated Fund account and Crediting Same to a Designated Fund Account to help fund
the Hawaii County Office of Aging to help fund transportion for people in rural Ka`u to the
annual recognition ceremony.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
