Sako <br />Depum Dlrrnm' <br /> 0 <br /> <br />i) ~ <br />~ n -v .~., <br />Ci? ~ ~-~. <br /> <br />1+ x <br /> <br /> <br /> <br />_r; w/ .r <br />z- ,~ <br />~- N <br />On February 19, 2009, the Hawaii County Council adopted Resolution No. 54-09 which <br />authorized the Mayor to enter into an agreement with the State of Hawaii Department of <br />Defense, State Civil Defense for their support of the Multi-Hazard Mitigation Plan Update. An <br />update of the County of Hawai`i's multi-hazard mitigation plan is required to be submitted to the <br />Federal Emergency Management Agency (FEMA) by July 2010. The multi-hazard mitigation <br />plan supports the State and County commitments toward long term strategies to reduce the <br />risks of natural hazards and will reduce further losses. <br />It was explained at the time of the resolution was submitted that the update to the multi-hazard <br />mitigation plan was to include information from two (2) University of Hawaii projects: Lava flow <br />modeling and Landslide area mapping, and one (1) County of Hawaii Department of Public <br />Works' Comprehensive Floodplain Management program and that the total State funding for all <br />of these projects totals $361,448. The Hawaii County Civil Defense Agency was initially <br />designated as the pass-through agency to the State for all invoices related to the projects but <br />that role has changed as they will now receive the funding from the State and will be releasing <br />the funds directly to the University of Hawaii and the Department of Public Works. <br />Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the State <br />funds, derived from the federal government, into the Multi-Hazard Mitigation Plan account. <br />Since this project has already begun and payments are due, the Civil Defense Agency is <br />requesting a waiver from the Finance Committee and to have this bill heard at the next <br />Council meeting scheduled for May 6, 2009. <br />If there are any questions, please do not hesitate to call the Civil Defense Agency. <br />~--t P P~ <br />,,Nancy E.
