Dear Mr. Arakaki:
As you know, Section 10-11 of the Charter requires that the Council must approve every
contract or lease extending beyond the current fiscal year.
The copying machine at the Office of the County Clerk is subject to frequent
breakdowns. We have, therefore, secured the option to lease a new model for three years,
which should increase the productivity of our clerical staff by eliminating downtime and
increasing copying speeds.
Accordingly, we are sending you the attached draft for a resolution, and requesting the
consideration of the Council in granting the necessary approval.
Since the current copier lease expires at the end of December 1998, we request that this
resolution be waived from the Finance Committee.

RE: Attached Resolution
Pursuant to Section I (e) of Rule 4 of the Rules of Procedure of the Council of the County
of Hawai'i, this written approval is submitted in regards to Resolution No. 3 59 ,
authorizing the payment of funds of a later fiscal year and of more than one fiscal year
for a multi-year lease for a copy machine, waiving said referral from the Committee on
Finance in order that appropriate action be taken by the Council.
In reviewing the contents of the referral, it is deemed advisable that this waiver be
granted.
