Your Committee on Public Safety and Parks and Recreation, to which was referred
Communication 224, reports as follows:
Communication 224 from Mayor Kenoi, dated March 18, 2009 announces that Major General
Robert G. F. Lee, State Director of Civil Defense, has tendered the appointment of Mayor Kenoi
as Deputy Director of Civil Defense to be the head of all local organizations for Civil Defense in
Hawaii County.
Corporation Counsel Lincoln Ashida and Hawaii County Civil Defense Administrator
Quince Mento answered Council member's questions on behalf of Mayor Kenoi. Council
members Ford and Greenwell also inquired about the traditional structure of command which
places County Mayors as State Civil Defense Deputy Directors. Council members Naeole and
Yagong expressed support for the existing system; and Council member Ford voted kanalua
twice.
Your Committee on Public Safety and Parks and Recreation is in accordance with the purpose
and intent of Communication 224 and recommends the appointment of Mayor William P. Kenoi
to Deputy Director of Civil Defense, and waived appearance of the Mayor for final confirmation.
