Dear Mr. Arakaki:
As you know, Section 10-11 of the Charter requires that every contract or lease extending
beyond the current fiscal year must be approved by the Council.
The copying machine at the Department of the Corporation Counsel has long been subject to
frequent breakdowns and was generally obsolete. We have therefore, secured the option to lease
a new model which should significantly increase the productivity of our clerical staff. The most
advantageous option to procure this machine is through a five year lease.
Accordingly, we are sending to you the attached draft for a resolution, and requesting the
consideration of the Council in granting the necessary approval.

RE: Attached Resolution
Pursuant to Section I (e) of Rule 4 of the Rules of Procedure of the Council of the County
of Hawaii, this written approval is submitted in regards to Resolution N0.348-98
authorizing the County of Hawaii to enter into a multi-year lease for a copy machine for
the Office of the Corporation Counsel for the Fiscal Year 1998 - 1999 through Fiscal
Year 2003 - 2004, waiving said referral from the Committee on Finance in order that
appropriate action be taken by the Council.
In reviewing the contents of the referral, it is deemed advisable that this waiver be
granted.
