RESOLUTION NO. 158 09
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S).
WHEREAS, the West Hawaii Community Health Center, Ina (WHCHC) is a 501(c)(3)
nonprofit organization, and is committed to making healthcare geographically and financially
accessible to all the people of West Hawaii; and
WHEREAS, WHCHC offers an integrated approach to healthcare that includes medical,
dental, and behavioral health services to adequately serve residents who do not currently have
adequate access to healthcare and in so doing complete the Island's "Circle of Care" from
Kawaihae to Kona to Miloli`i; and
WHEREAS, WHCHC is partially funded by a federal 330e grant that covers only 30%
of the operating budget and WHCHC must rely upon Medicaid, Medicare, and privately insured
patients to balance its budget and maintain services; and
WHEREAS, WHCHC opened a Keiki Clinic in Kealakekua providing medical, dental
and behavioral services to all children including the indigent, uninsured, and underinsured
children who have been identified as a priority by the State of Hawaii; and
WHEREAS, WHCHC will implement the following three projects targeting children and
the developmentally disabled in West Hawaii; Hospital Dentistry Program, Pediatric
Connection, and Keiki Health Center Education and Outreach Project; and
WHEREAS, the Hospital Dentistry Program is collaborating with Kona Community
Hospital to put into place the first hospital dentistry program on the Island of Hawaii. Once this
program is established, it will fill a critical need in our community. Currently, pediatric patients
and adults with special needs who are in need of dental treatment with general anesthesia are
flown to Oahu for care. It is anticipated that Hospital Dentistry services will begin in July 2009;
and
WHEREAS, the Pediatric Connection will start in the fall of 2009. WHCHC will
collaborate with the pediatric dental program at University of California, San Francisco, School
of Dentistry to provide screening, comprehensive dental care, and oral education for children at
Konawaena Elementary School by bringing from the mainland pediatric dental residents to help
the children. Oral health education will be provided in each classroom and oral health packets
will be disseminated to all children; and
WHEREAS, the Keiki Health Center Education and Outreach Project is implementing
creative prevention education programs that are important to reach high-risk children and
families, support is requested to help with materials that engage this target population; and
WHEREAS, there is a declining number of pediatric dentists who are able to take non-
insured, low income clients, or clients with insurance not acceptable to the pediatric dentist, and
this population of children plus special needs adults sometimes need to be flown to Oahu for
dental treatment; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Hawaii Fire Department to help WHCHC -Keiki Clinic to defray operational expenses that
are not covered by the federal government or insurance for children in non-insured, or low
income families, or special needs adult population; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Fire Chief and the Director of Finance and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
