AN ORDINANCE AMENDING CHAPTER 29 (TRAFFIC SCHEDULE), OF THE
HAWAII COUNTY CODE 1983 (1995 EDITION), RELATING TO TRAFFIC
REGULATIONS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, article 10, of the Hawaii County Code
is repealed.
SECTION 2. The Hawaii County Code is amended by adding a new
Chapter 24, article 10, to read as follows:

Section 24267. Schedule 15. One way streets. When properly posted, traffic shall move only in the direction
indicated upon the following streets or portions of streets:
(a) Hamakua
(1) Mamalahoa Highway in Paauilo. All vehicular traffic shall move only from the Honokaa to the
Hilo direction between the Cutoff Road on the Hilo side of the Catholic Church and the Hawaii
Belt Road (Proj. DF-019-2(5)).
(2) Ohia Street in Honokaa. All vehicular traffic shall move only in the northerly direction on the Ohia
Street extension between Mamane Street and Ohia Street.
(3) Pakalana Street in Honokaa. All vehicular traffic on Pakalana Street shall move in the mauka
direction from Mamane Street to Kamani Street between the hours of 7:30 a.m. and 2:30 p.m. on

(2) A portion of Derby Street and Barenaba Street extension. All vehicular traffic shall move only out

(3) Furneaux Lane. All vehicular traffic shall move in the mauka direction, Kamehameha Avenue
parking lotto Kilauea Avenue.
(4) Holomalia Street. All vehicular traffic shall move only from makai to mauka between Ipuka Street
and Popolo Street.
(5) Kalakaua Street. All vehicular traffic shall move in the mauka direction from Kamehameha Avenue

Division 8. Restrictions on Certain Vehicles.
Section 24-293. Schedule 41. Use of certain streets by certain vehicles restricted. The following classes
of vehicles are precluded from the use of the designated streets when appropriate signs giving notice thereof
are erected:
(a) Hamakua
(1) Vehicle with a capacity of three-quarters of a ton or over:
(A) Pakalana Street between Lehua Street and Kukui Street in a northerly direction except that
any vehicle equipped with safety brakes consisting of an automatic spring that will actuate the
brakes when the air pressure drops below sixty pounds per square inch may be operated
during the hours when Honokaa High and Elementary School is not in session. All vehicles
equipped with safety brakes shall first be checked and approved by the Chief Engineer of the
Department of Public Works before they are operated on such street. The approval of the
Chief Engineer shall be valid for a period of three months.
(B) Waipio Valley Road in Hamakua from the top of the lookout to the bottom of the valley,
restricted to four-wheel drive vehicles only.
(C) Makai-bound traffic shall yield to mauka-bound traffic on the access road into Waipio Valley.

(f) Kona
(1) Vehicles with three (3) or more tons gross vehicle weight. The provisions hereof shall not be
applicable to utility, emergency, or delivery vehicles and school buses providing services to
residents of the hereinafter designated streets. Further, these restrictions shall be lifted during the
period of any emergency declared by the Office of Civil Defense.
(A) Kupuna Street in the North Kona District.
(B) Lako Street in the North Kona District.
(2) Any vehicle with five (5) or more tons of gross vehicle weight shall not be permitted to use
Kaiminani Street in the Kona Palisades Subdivision as a through street between the Hawaii Belt
Highway and the Queen Kaahumanu Highway. This restriction shall become effective as soon as
appropriate signs giving notice thereof are erected. This restriction shall not be applicable to
utility, emergency or delivery vehicles and school buses providing services to residents of the Kona
Palisades and adjoining subdivisions. Further, these restrictions shall be lifted during periods of
emergency as may be declared by the Office of Civil Defense.

such invalidity shall not affect other provisions or applications
