Drug courts are special courts given the responsibility of handling cases involving non-violent, drug-use offenders through intensive judicial supervision and mandatory comprehensive treatment for substance abuse. The Big Island drug court program was established in October 2002 and has proven to be successful. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Human Services and Economic Development Committee for placement on its future agenda.
