DATE: May 4, 2009
SUBJECT: Resolution Recognizing May as National Drug Court Month
The month of May has been declared "National Drug Court Month" by the National
Association of Drug Court Professionals for the purpose of increasing an awareness of drug
courts and their missions on the national, state, and local levels.
Drug courts are special courts given the responsibility of handling cases involving non-violent,
drug-use offenders through intensive judicial supervision and mandatory comprehensive
treatment for substance abuse. The Big Island drug court program was established in October
2002 and has proven to be successful.
Due to the short time frame, I would like to have this matter waived from Committee and
placed on the next Council agenda scheduled for May 20, 2009.

RE: Resolution No. 156-09 A Resolution Recognizing May as National Drug
Court Month
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Human Services and Economic Development Committee to the full Council for
immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Human Services and Economic Development Committee for
placement on its future agenda.
