Comm. 420: HSAC EXECUTIVE COMMITTEE MEETING - JUNE 27, 1997 From Al Smith, Secretary-Treasurer, Hawaii State Association of Counties (HSAC), dated July 28, 1997, submitting highlights of the Executive Committee meeting of June 27, 1997. Actions are requested on the following: 1. Honolulu City Council Resolution 97-126, CD1, urging the U.S. Department of Transportation to recognize Hawaii's geographic constraints during air rights negotiations and to recognize Hawaii's geographical isolation and dependence on air transportation routes and air traffic for both passengers and cargo. Further, urges Hawaii's Congressional Delegation to oppose efforts which diminish air routes to Hawaii and encourages the U.S. Department of Transportation to negotiate air agreements which would economically benefit the State and does not reduce flights to the islands. ACTION REQUESTED: Support of Honolulu City Council Resolution 97-126, CD1, by the Hawaii County Council. 2. City Council Res. 97-212, relating to Home Rule and urging the Hawaii State government to comply with Section 209E-4 of the Hawaii Revised Statutes, which authorizes counties to designate enterprise zones. ACTION REQUESTED: Support of City Council Resolution 97-212, by the Hawaii County Council. FC-19 Page 3 August 19, 1997 Comm. 423: ORDINANCE BILL TO APPROPRIATE $60,000 FOR FY 1997-98 (Bill 122) TO DEVELOP A COLLABORATIVE COMMUNITY PLAN FOR CHILD CARE IN HAWAII COUNTY From Director of Finance Harry A. Takahashi, dated July 29, 1997, transmitting the above bill. States that in FY 1996-97, the County of Hawaii received a $65,000 grant from Child Care and Development Block Grant (CCDHGj to select a coordinator to develop an overall plan to address the development of resources for young children and their families by stimulating public and private interest. Comm. 428: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY (Res. 137) CONTRIBUTION OF $1,000 FROM THE HAWAII POLICE ATHLETIC FEDERATION From Police Chief Wayne G. Carvalho, dated August 4, 1997, transmitting the above resolution. The contribution will be designated to acquire a portable public address system for the Department's Druq Abuse Resistance Education (D.A.R.E.) program. Comm. 429: RESOLUTION INCREASING THE TIME ELEMENT FOR A (Res. 138) CLERK-TYPIST 1/2T TO FULL TIME WITHIN THE DEPARTMENT OF PARKS AND RECREATION (RECREATION DIVISION) POSITION 3853 From Director of Finance Harry A. Takahashi, dated August 4, 1997, transmitting the above resolution. States having a half time Clerk-Typist is insufficient to keep up with the overwhelming workload. Comm. 433: RESOLUTION DELETING POWER SHOVEL OPERATOR AND CREATING (Res. 139) TWO LABORER II POSITIONS - PUNA ROAD DISTRICT OF THE nFPARTMFNT OF PUBLIC WORKS HIGHWAYS DIVISION From Director of Finance Harry A. Takahashi, dated August 4, 1997, transmitting the above resolution. Having two laborer positions would be more beneficial to the Puna District than a power shovel operator position with no equipment. Comm. 439: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO (Res. 141) PARTICIPATE IN THE DEMONSTRATION PAPAYA QUARANTINE (Bill 124) PROGRAM AND AN ORDINANCE HILL TO ESTABLISH THE APPROPRIATION ($150,000) WITHIN THE DEPARTMENT OF RESEARCH AND DEVELOPMENT TO SUPPORT THE COUNTY'S ROLE TN THE nFMnNRTRATION PAPAYA QUARANTINE PROGRAM From Director of Finance Harry A. The resolution also authorizes the County to enter into a five-year lease with Kamehameha Schools Bishop Estate and the subletting of said lands to permittees.
