The <br /> safe operation of a motor vehicle is the primary duty of the driver, who should not be <br /> distracted or have their attention divided by these devices. The use of such devices <br /> while operating a motor vehicle poses a safety risk not only to the driver and occupants <br /> of the vehicle, but to all vehicular, pedestrian and cyclists that share the same roadway. <br /> <br /> As I previously testified before the County Council, studies have shown there is little to <br /> no cognitive difference (distraction) between holding a device to one's ear and using a <br /> "hands-free" device while operating a motor vehicle.
