RESOLUTION NO. 16'4 09
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE RESEARCH CORPORATION OF THE
UNIVERSITY OF HAWAII (RCUH), PURSUANT TO HRS 46-7, FOR THE
EVALUATION OF THE BIG ISLAND DRUG COURT ENHANCEMENT.
PROJECT
WHEREAS, in 2007, the Office of the Prosecuting Attorney was awarded a
Community Oriented Policing Services (COPS) Methamphetamine Initiative Grant by the
U.S. Department of Justice, Office of Community Oriented Policing Services; and
WHEREAS, the Office of the Prosecuting Attorney had applied for the funds to
improve the Big Island Drug Court's efforts to more effectively intervene and engage the
methamphetamine offender in a timely manner; and
WHEREAS, this grant, administered by the Office of the Prosecuting Attorney,
also benefitted the Hawaii State Judiciary and the Office of the Public Defender; and
WHEREAS, to assess the overall success of the implementation of this grant,
the Office of the Prosecuting Attorney will be contracting with the Research Corporation
of the University of Hawaii (RCUH) to have them administer this evaluation component;
and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county
departments obtain the consent of the council to enter into agreements with the federal
or state governments respecting action to be taken pursuant to any of the powers
granted by law to furnish, expend, and receive any funds or other assistance in
connection with projects being or to be undertaken pursuant to those powers.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Office of the Mayor is authorized to enter into a Contract
Agreement with the Research Corporation of the University of Hawaii (RCUH).
BE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is
authorized to sign the above-referenced agreement and any related documents on
behalf of the Office of the Mayor and the County of Hawaii pursuant to the Hawaii
County Charter.
BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of the Mayor, Office of the Prosecuting
Attorney, and the Finance Department.
