Re: Amendment to the Hawai'i County Code
Enclosed is a bill for an ordinance amending Chapter 24, Section 24-20 relating to
Motor Vehicle Driver's Permit and License Fees. The proposed amendment removes
fees for six-year driver's licenses and adds fees for one-year and eight-year driver's
licenses. This is necessary to comply with the State Legislature's passage of Act 50
last year, which changed the period for certain licenses.
Additionally, this proposed amendment updates other license fees. The fees have not
been adjusted in over ten years and fee revenues do not cover the cost of issuance and
management of licenses. Multi-year driver's licenses are currently calculated at $3 per
year. This amendment proposes increasing the rate calculation to $5 per year. Other
fees are also adjusted to more appropriate amounts. The estimated impact of the
recommended fee changes is an increase in revenue of $380,000 annually.
