Enclosed is a bill for an ordinance amending the Capital Budget by appropriating!tAn
additional $1,000,000 to the Kealakehe Wastewater Treatment Plant Aeration Upgrade
project. This project consists of design and construction to address replacement of
existing blowers with new ones, expansion of the Operations building to house the new
blowers, re-working the electrical system to accommodate the new blowers, replacement
of aeration piping to the existing lagoons, and replacement of existing air diffusers within
the lagoons.
The additional funding needed to support the construction portion of the project is based
on refined cost estimate information provided in the draft April 2009 Preliminary
Engineering Report (PER). This brings the total appropriation for this project from
$4,500,000 to $5,500,000.

A. REQUEST:
Request to amend Ordinances 08-79 Capital Improvement Budget, to increase the appropriation for the
following project:
Kealakehe Wastewater Treatment Plant Aeration Upgrade (110.699.5696.18) from $4,500,000 to
$5,500,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A Project Data/Financial Impact Statement is attached.
Upgrade of the Kealakehe Wastewater Treatment Plant Aeration System consists of design and construction
to address replacement of existing blowers with new, expansion of the Operations building to house the new
blowers, re-working the electrical system to accommodate the new blowers, replacement of aeration piping
to the existing lagoons and replacement of existing air diffusers within the lagoons.
Incoming wastewater strengths to the facility have been higher than original design values which has resulted
in a reduction of plant treatment capacity. The higher wastewater strengths are attributed to an increased
amount of septage loads at the facility due to regulations mandating septic tanks in lieu of cesspools and
water conservation measures such as low flow shower heads, low volume flush toilets, etc.
Upgrade of the Aeration System will return plant capacity to existing design value of 5.3 MGD which is
required to accommodate planned growth in the Kona area. In addition, it will ensure the facilities' capability
in meeting the effluent discharge requirements as incoming flows increase due to increased growth.
The additional $1,000,000 in G.O. Bond funding needed to support the construction portion of the project is
based on refined cost estimate information provided in the draft Preliminary Engineering Report (PER),
dated April 2009.
