Re: Operating Budget

On April 8, 2009, the County Council adopted Resolution No. 75-09 which transfeixed $5100
from the Clerk-Council Services Contingency Relief account to the General Fund's Transfer to
the Housing Fund. These funds, from Council District 9, will be given to the Hamakua Health
Center, Inc. to help fund the purchase of x-ray equipment for the mobile dental van.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $5,000
into the Hamakua Health Center, Inc. account.
Since the monies have already been approved for transfer to the Housing Fund, the Office of
Housing and Community Development would like to request a waiver from the Finance
Committee and have this bill heard at the Council meeting scheduled for May 20, 2009.

A. REQUEST:
Amend Ordinance 08-78, the Operating Budget, to appropriate funds that Councilman Hoffmann is
requesting to be transferred, by resolution, from the Council contingency relief funds to the Housing Fund.
The bill is needed to appropriate the funds from the Housing fund to the proper expenditure account.
$ 5,000.00 for the Hamakua Health Center, Inc. 152.461.5466.48-115
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Resolution No. 75-09, adopted on April 8, 2009, transferred $5,000.00 out of the General Fund's Council
District 9 Contingency Relief account to the Housing Fund. The OHCD now needs to amend Ordinance
08-78. This action will appropriate the funds into an account so the OHCD can contract and expend the
funds to the Hamakua Health Center, Inc. - District 9.
Since the Resolution was approved by Council, the OHCD requests a waiver from Finance Committee and
have this bill heard at the next Council meeting scheduled for May 20, 2009.

RE: BILL NO. 81 AN ORDINANCE TO AMEND ORDINANCE NO. 08-78, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2009.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
