Re: Monetary Contribution
Enclosed is a resolution accepting a monetary contribution of $75,000 from the Na Leo
'O Hawai'i, Inc., 91 Mohouli Street, Hilo, Hawai'i 96720, for production costs associated
with the videotaping of Council meetings. Their contribution will ensure continued
broadcasts of County Council meetings on Na Leo, which is very important for an
informed citizenry.
Also enclosed is a bill for.an ordinance amending the Operating Budget by appropriating
the funds into the Videotaping - Na Leo 'O Hawai'i account.
As it is advantageous for approval to be granted prior to the end of the current fiscal year,
the Office of the County Clerk is requesting a waiver from the Finance Committee and to
have this resolution and bill heard at the next Council meeting scheduled for May 20, 2009.

Dear Mr. Denecke and Members of the Board:
I am writing to request your assistance in helping us continue broadcasts of County Council
meetings on Na Leo. For calendar year 2008, we spent $146,490.64 on a contract to record our Council
and committee meetings on DVD. After the completion of captioning we provide these recordings to
Na Leo for broadcast on community television. The sole purpose of our contract is to provide Na Leo
with these recordings. We have had a good working relationship and are appreciative of your past
cooperation.
The current budget crisis, however, has put all of our operations and services under scrutiny and
on the table for possible cuts.
I personally believe that airing our Council and committee meetings on Na Leo provides a very
visible community benefit and improves the quality local government. Unfortunately, I need to ask for
your help: I would appreciate any information you might have regarding grants or aid for recording
community meetings for broadcast. We have equipment, but need help funding our recording and
transcription contract with Out of the Sea Media. Our current recording contract expires on June 30,
2009. We are able to extend this contract for another year but we must make this decision and
appropriate funds by June 1, 2009.

Dear Mr. Goodenow,
In reference to your letter of March 18, 2009, requesting a grant for continuing production of
County Council and Committee meetings, the Board of Na Leo O Hawaii has considered your
request and has voted to provide a grant of $75,000 for the period of April 1, 2009 to March 31,
2010 for that purpose. Just as you and the Council do, Na Leo O Hawaii considers the
cablecasting of government proceedings very important for an informed citizenry.
Enclosed is a Bank of Hawaii Cashiers Check in the amount of $37,500 for the first half of the
grant. Na Leo O Hawaii will transmit the remaining 50% of the grant in approximately 5-6 months.

PRODUCTION COSTS ASSOCIATED WITH THE VIDEOTAPING OF COUNCIL
MEETINGS
BILL NO. 82 AN ORDINANCE TO AMEND ORDINANCE NO. 08-78, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2009.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
