Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for the lease of a landfill compactor for the Department of Environmental Management
Solid Waste Division. The average daily tonnage of waste received at the West Hawai'i
Landfill at Pu'uanahulu is approximately 300 tons and the current operations has only
one compactor. Whenever there are breakdowns or the current machine is not
operable, an emergency repair is required or an emergency rental is required to allow
the trash to be compacted properly to save airspace, thereby allowing more trash to be
buried and extending the life of the landfill. Also, the State Department of Health
regulations state that the landfill operations must insure that adequate equipment is
available to perform compaction work. If the compactor breaks down, another piece of
equipment must be in place and readily available to manage the incoming refuse on a
daily basis.
The cost of leasing a new compactor will be offset by the rental paid for the rental
compactor when the only one at West Hawai'i is down for repairs or maintenance.
Additionally, a second machine on site will reduce the time, effort, and cost to send a
compactor from Hilo over to West Hawai'i when the rental machine is not available.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for a Landfill Compactor for a
period of five (5) years for the Department of Environmental Management, Solid Waste Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The average daily tonnage of waste received at the West Hawai'i Landfill at Pu'uanahulu is approximately
300 tons and the current operations has one compactor. Whenever there are breakdowns or the current

be properly compacted and covered each and every day.

compactor when the only one at West Hawai'i is down for repairs or maintenance. Additionally, a second
machine on site will reduce the time, effort, and cost to send a compactor from Hilo over to West Hawai'i
when the rental machine is not available.
Funding for the lease is budgeted in Fiscal Year 08-09. This equipment will be lease financed such that the
County will own the equipment at the end of the five year lease.
