Comm. 4357: HAMAKUA DEVELOPMENT BY SAVIO DEVELOPMENT CO., INC.
From Peter Savio, President, Savio Development Co.,
Inc., dated November 5, 1992, commenting on Ag-1 zoning
and states they are committed to developing affordable
lots and affordable housing for Hamakua Sugar Company
workers and Big Islanders within the North Hilo and
Paauilo Districts.

RELATING TO SHORELINE SETBACK LINE REGULATIONS
From Planning Commission Chairman Mike Luce, dated
November 10, 1992, submitting a bill to amend
Chapter 25-42, Hawaii County Code, relating to
Shoreline Setback Line Regulations and referencing
Rule S of the Planning Commission. States the Planning
Commission adopted the revisions to Rule 8 on
October 8, 1992.

Comm. 4365: REQUEST TO AMEND CHAPTER 25 (ZONING CODE)

REQUEST: TO ALLOW A USE PERMIT TO BE OBTAINED FOR A
CHURCH IN THE LIMITED INDUSTRIAL (ML) ZONED DISTRICT
From Planning Commission Chairman Mike Luce, dated
November 10, 1992, submitting a bill to amend
Chapter 25 (Zoning Code) of the Hawaii County Code, as
amended, to allow churches and similar institutions to
apply for a use permit in the Limited Industrial (ML)
zoned district. Informs the Commission concurred with
the Planning Director's denial recommendation; however,
out of fairness to the applicant, he is forwarding the
request to the Council.
Comm. 4367: PROPOSED AMENDMENTS TO ARTICLE 25
REGULATIONS FOR GHANA DWELLING
CHAPTER 25 HAWAII COUNTY CODE AS AMENDED
From Planning Commission Chairman Mike Luce, dated
November 12, 1992, informing that the Commission, at
its October 29, 1992 meeting, voted to continue the
public hearing on the proposed amendments to
Article 25, Regulations for Ghana Dwelling, Chapter 25,
Hawaii County Code, as amended, to enable the Planning
Department time to review public testimony and
Commission concerns, as listed. The Council will be
informed as to the date, time and place of the
continued hearing once they have been determined.
Comm. 4399: APPOINTMENT - PLANNING COMMISSION
From Mayor Lorraine R. Inouye, dated November 16, 1992,
submitting for confirmation the following appointment
to the Planning Commission:
Carol L. Burgess, a Green Party member from
North Kohala, to serve until December 31, 1993,
filling a vacancy created by the unexpired term
of Jeanne B. Comer, who resigned effective
December 4, 1992.
Comm. 4402: STATE LAND DISPOSITION
From Glenn Y. Taguchi, Hawaii District Land Agent,
State Department of Land and Natural Resources, dated
November 10, 1992, transmitting communication regarding
a request by the Waimea Outdoor Circle to lease
10.561 acres for a nature park/environmental education
center located at Waimea, South Kohala, County zoned
Village Commercial 7.5 and LUC zoned Urban.

Comm. 4415: UPDATE OF VARIOUS AGRICULTURE COMMITTEE MEETINGS
From Research and Development Director Millicent Kim,
dated November 18, 1992, transmitting an update on the
results of the initial meetings of the various
agriculture committees.
Res. 544-92: Adopts the 1986 State of Hawaii Land Evaluation and
Site Assessment (LESA) Commission Report as a guideline
to determine land use policies for agricultural lands.
