Dick,
Looks like fate has brought us together again. Sounds like a good group
and a lot of work. Hope we can do it justice. Anyway, I was very glad
to hear you were on board. Much hope that we can form harmonious goals
for all of
Loren.

the Ka'u CDP, and congratulations for being nominated by the Mayor to
serve in that capacity. Here's the list of nominees:

Robert DaMate

You won't officially be seated until you are confirmed by the County
Council. There are two steps in the confirmation process. First, the
Council's Planning Committee will consider the nominations during its
meeting on Tuesday, March 17, at the Sheraton Keauhou Bay Resort. I'm
told the Planning Committee meetings are typically in the afternoon, so
please plan to be there from 1 pm to 4pm.
Second, the full County Council will vote on the nominations during its
meeting on Wednesday, April 8, in the Hilo County Council Chambers.
That agenda for that meeting won't be published until early April, so I
don't have any other details.
I'm told that you have to attend at least one of these meetings,
preferably the March 17 meeting. As soon as possible, please let me
know which meeting you can attend.
Work will begin in earnest after the Steering Committee is seated. In
the meantime, I strongly encourage you to attend the CDP workshops on
March 17 and March 30.
Let me know if you have any questions.

Dear Dr. Creagan:
On May 8, 1991, at about 6:30 p.m., you arrived at the scene of a
two-car traffic accident on Kuakini Highway in Keauhou, North Kona.
Several parties were injured seriously and unfortunately one victim
died from the injuries sustained.
You directed emergency care and provided medical treatment to the
victims. You further accompanied one of the ambulances to Kona
Hospital in order to continue your work on the injured.
Your efforts are exemplary and your performance was in the highest

Letter of Recommendation
As Chief of Surgery at Kona Hospital, I have worked with
Dr. Creagan for the past three years. During this time I
found him to be an extremely competent emergency room physician.
I would unhesitantly recommend him for a position in any
emergency room in the country. He would be an excellent
addition to any emergency room department staff. He gets
along extremely well with his peers and also the nursing staff.
He is also a very caring physician and gets along well with
the patients.
If he ever wants to come back to this hospital, we would be
happy to have him back.
Ifyou have any questions regarding this recommendation, please
do not hesitate to contact me.

RE: RICHARD P. CREAGAN. H.D.,F.A.C.E.P.
To Whom It May Concern:
It is with great pleasure that I am providing this letter of
recommendation for Dr. Creagan.
I have known and worked with Dr. Creagan for almost five
years at Kona Hospital. He started as a part-time Emergency
Room physician and then became full-time. He is an extremely
competent Emergency Room physician with an excellent
knowledge of medicine and surgery. In particular, his
understanding of orthopedic problems and his ability to deal
with patients that have orthopedic problems and refer them to
me when appropriate 1s excellent. He works well with the
Medical Staff. He is conscientious and well-liked by all.
Our loss at Kona Hospital will be your gain.

RE: Richard Creagan, N.D.
I have known Dick Creagan personally and professionally for the
past five years. He has been employed as an emergency physician at this
facility part-time since May 1987, and then full time since April 1991.
Dick is an exceptional emergency physician. His medical knowledge
if far above average. An avid reader, he stays current. He is
technically skilled in performing all skills required of an emergency
physician. His patient workups are complete and accurate, and his
dispositions are appropriate especially in regards to risk management.
Dick is easy going and interacts well with patients, their families,
nursing staff and medical staff alike. He truly enjoys the practice of
Emergency Medicine, and it shows. He has taken on medical staff
responsibilities conscientiously and has voluntarily become involved in
community service. In short, I have nothing but praise for Dick as an
emergency physician and individual.
Sadly. Dick has informed me that he is looking for an emergency
department directorship elsewhere. I am confident he will meet, if not
exceed, any expectation you may have in this regard.
Please feel free to contact me at (808) 322-4413 should you have
any questions regarding this individual.

Re: Richard P. Creagan, M.D.
I have worked with Dr. Richard P. Creagan for the past 18
months at San Antonio Community Hospital in Upland,
California. I am an orthopaedic surgeon and take call in
the emergency room for both orthopaedic, as well as hand,
emergencies at least three to four times a month.
Dr. Creagan has consulted me on many patients over the past
year and a half. I have found Dr. Creagan's evaluation of
patients, both in terms of history and physical exam, to be
thorough and accurate. He is inquisitive and always eager
to learn; he is not simply interested in merely transferring
the care of the patient to me as the consultant. He is
outgoing and pleasant to work with, and he is well-
respected by his peers.
I recommend him highly, without reservation or
qualification. If you wish to talk with me personally,
please do not hesitate to call.

RE: RICHARD P. CREGAN, M.D.
To Whom It May Concern,
Dr. Cregan and I have had the pleasure of working together with
patients in my specialty who come to the emergency room and need
neurological consultations due to their neurological emergency. I
have always found Dr. Cregan's evaluation of the patient to be
appropriate, his examination findings reproducible, his competence
unquestioned, his judgement excellent, and his work up of the
patient prior to my arrival on the scene always appropriate. His
efficiency in dealing with patients and obtaining laboratory data to
substantiate his clinical impressions has always impressed me.
Besides having unquestionable excellent professional judgement and
skills and remaining knowledgable in his area of medicine, Dr.
Cregan has always proven to be a rather enjoyable person to work
with who is always gentlemanly and carefully considerate of not only
his fellow professionals and coworkers, but of patients and
patient's families especially.
I can recommend Dr. Cregan highly for work in emergency medicine at
wherever he choses to persue his specialty. I know that he will
always provide careful, competent and appropriate professional
evaluations of patients that become his responsibility to treat.
I will be glad to answer any further questions, which may pertain to
this recommendation for Dr. Richard P. Cregan.
Yours sincerely,
David R. Rice, M.D., F.A.A.P.

To Whom It May Concern:
I have known Richard P. Creagan, M.D. since 1980. Richard came
to Upland, California's San Antonio Community Hospital directly
from his residency in Emergency Medicine. Richard has been one of
the main ingredients that has made our Emergency Medicine Staff a
premier group.
I have had the opportunity to work with Richard on a number of
very difficult cases. It has been my consistant observation that
Dr. Creagan is highly competent and controlled under extreme pressure.
He is just as controlled and competent with the "trivia" that
filters in among the "real" emergencies.
Richard is easy to work with. He is just as unflappable dealing
with a difficult attending physician as he is dealing with a major
trauma case. He is a real diplomat under all pressures.
It is a real pleasure to recommend Richard P. Creagan, M.D. to
you. He will be a real asset to you, your hospital and your com-
munity. We at San Antonio Community Hospital will miss him.
