The condition of the road from marker 45 to 54 is in very poor condition and a safety hazard. Accidents are just waiting to happen. Date 4/7/2009 YY os y COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 88 09 A RESOLUTION REQUESTING THAT THE COUNTY OF HAWAPI DEPARTMENT OF PUBLIC WORKS RESUME REPAVING OF SADDLE ROAD APPROXIMATELY BETWEEN MILE MARKER 45 TO MILE MARKER 54 (MAMALAHOA HIGHWAY) AND TO INCLUDE THE COST OF REPAVING THIS SECTION OF SADDLE ROAD ON THE LIST OF SHOVEL READY PROJECTS ELIGIBLE FOR ECONOMIC STIMULUS PACKAGE FUNDING. WHEREAS, on December 11, 2008, 16 miles of Saddle Road improvements from mile marker 19 to 35 officially opened; and WHEREAS, from mile marker 35 to 41.5, grading and paving of an additional 6.5 miles will soon be completed, and is scheduled to be opened to the public by late summer, 2009; and WHEREAS, it is anticipated that one additional construction project is needed to complete the east side of the Saddle Road improvements that extends from mile marker 19 to mile marker 6 (the west end of Puainako Street Extension), and preparation for this next phase is being planned; and WHEREAS, the existing western alignment of Saddle Road, from approximately mile marker 45 to mile marker 54 where the Saddle Road meets the Mamalahoa Highway, remains badly worn on both sides, riddled with pot holes, creates hazardous driving conditions, and has often been referred to as a "two-way, one lane road"; and WHEREAS, repaving of this existing western alignment of Saddle Road is a shovel ready project and would qualify as a project eligible for funding under the Economic Stimulus Package; and WHEREAS, if acted upon quickly, there exists an opportunity of substantial economic savings to the County of Hawaii by utilizing the existing Asphalt Batch Plant at Pohakuloa Training Area which could be made available to the County until August, 2009; and WHEREAS, until the new realignment of the western end of Saddle Road is completed, the existing western alignment from mile marker 45 to 54 that is hazardous and deteriorated, will continue to be used on a daily basis by commuters, tourists, military personnel, and observatory employees; and WHEREAS, it is in the best interest of public health, safety and welfare, that Hawaii County and its Department of Public Works, take whatever steps that are necessary in order that repaving of the existing western alignment of Saddle Road from mile marker 45 to 54, be placed on the list of shovel ready projects so that Economic Stimulus funding can be obtained to improve this section of the existing western alignment of Saddle Road for the citizens of Hawaii Island; now, therefore, I BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the County of Hawaii, and it's Department of Public Works are encouraged to take any and all necessary steps that would enable the resurfacing of the existing western alignment of EMS from mile marker 45 to 54, to be included on the list of projects eligible for Economic Stimulus funding; and BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this resolution to the Honorable Mayor William Kenoi, the Director of the Department of Public Works, the Director of Finance, the Central Federal Lands Highway Division (CFLHD), the Federal Highway Administration (FHWA), Governor Linda Lingle, the Hawaii State Department of Transportation and the Department of the Army (DOA).
