SUBJECT AGGRESSIVE DRIVING PROJECT
The Puna/South Hilo Aggressive Driving Project utilizing contingency
funds from Councilman J. Yoshimoto began on April 22, 2008 and
ended on June 30, 2008.
Thirty five thousand dollars ($35,000) was used to purchase six (6)
Ultralyte LRB lasers for the South Hilo (3) and Puna (3) districts and to
target aggressive driving violations between the districts during
various hours of the day. Unfortunately, the lasers arrived after the
completion of the Aggressive Driving Project; however they will be
assigned to each individual Watch to attain all traffic enforcement
goals and reduce aggressive driving along the main corridors between
Puna and Hilo. (Actual cost of the lasers totaled $18.045.00).
A total of (74) projects were conducted between both Hilo (41) and
Puna (33) during the enforcement period which exceeded the proposed
(50) projects during the short time period (April-June 2008).
Puna and South Hilo districts saw a decrease of about 28% in major
traffic accidents during the enforcement period.
One of the goals was to see a change in the aggressive driving habits
along the Highway 11 and Highway 130, between Puna and Hilo.
Telephone calls from the public were overwhelmingly supportive of the
enforcement, especially during the concentrated commuting traffic
periods. Many patrol officers working the projects experienced a
marked decrease in violations as the project progressed.
Overall this type of enforcement would have to be considered a success
based on the feedback from the public, officers observations and
enforcement totals.
