Subject: Transmitting Bill 66, Draft 2
Attached please find Bill 66, Draft 2, which incorporates those amendments contained in
Communication No. 262.2, as further amended by Communication No. 262.6, that were duly
approved at the May 19, 2009, Public Safety and Parks and Recreation Committee meeting.
Bill 66, Draft 2, amends chapter 24, Hawaii County Code, to add provisions for inattention to
driving, specifically the use of mobile electronic devices while operating a vehicle.
The amendments to Bill 66 removed the provision for a maximum thirty-day imprisonment
penalty for violations of subsection (c), added an exemption for those drivers holding a valid
amateur radio license using a half-duplex two-way radio, and extended the effective date from
upon approval to January 1, 2010.
