RE: Resolution and Bill to Initiate Amendments to the County of Hawaii General Plan;
Relating to the Charter Amendment Creating Windward and Leeward Planning
Commissions
Attached for the council's consideration is a resolution and companion bill that initiate
amendments to the Hawaii County General Plan, in accordance with the Hawaii County Charter
amendment creating Windward and Leeward Planning Commissions.
The Legislative Research Branch analyzed the general plan for all instances that reference a
singular planning commission and thus require amendment. The attached resolution and
accompanying bill is the result of that analysis and subsequent drafting to bring the general plan into
accordance with the charter.
There are two instances of "Planning Commission" appearing in the singular context in the
general plan that do not require amendment. These instances are referenced in the ninth and 10`h
clauses of the resolution.
A representative of the Legislative Research Branch will be available at the designated
committee meeting to explain the basis for any amendment the council desires clarification on.
