Comm. 268: RESOLUTION SUPPORTING THE RELOCATION OF THE HAWAII (Res. 75) COMMUNITY COLLEGE CAMPUS TO THE DOWNTOWN HILO AREA From Council Chair James Y. Arakaki, dated April 22, 1997, transmitting the above resolution. The proposed relocation would benefit both the Hawaii Community College and the University of Hawaii at Hilo which require additional classroom space to meet their expanding student populations and program needs and the downtown area would benefit from the economic stimulation that would result from such a move. Comm. 268.01: From Sandra Au Fong, Vice President for Marketing, the Kress Building, dated April 29, 1997, in strong support of the revitalization of downtown Hilo and the proposed relocation of the Hawaii Community College to the downtown area. Comm. 268.02: From Betty Enriques, Garden Exchange, Ltd., dated April 29, 1997, requesting the Council's support for the relocation of the Hawaii Community College to downtown Hilo. Comm. 268.03: From John Stansfield, Kuroiwa Korps, dated May 1, 1997, expressing strong support for the proposed relocation of the Hawaii Community College to Downtown Hilo. FC-13 Page 2 May 19, 1997 Comm. 277: RESOLUTION SUPPORTING THE KOREAN VISA WAIVER PROGRAM (Res. 79) From FC Chair Aaron Chunq, dated April 24, 1997, transmitting the above resolution. The establishment of a three-year visa waiver pilot program, which is currently being debated in the United States Congress, would allow nationals of Korea traveling in tour groups admission to the United States without a visa. It would also help expand Hawaii's visitor industry and assist the County of Hawaii's efforts to bring direct flights from the Republic of Korea to Keahole-Kona. Comm. 284: RESOLUTION INCREASING THE TIME ELEMENT OF WATER SAFETY (Res. 82) OFFICERS FOR EAST HAWAII BEACHES From Finance Director Harry A. Takahashi, dated April 22, 1997, transmitting the above resolution. By increasing the time element of some Water Safety Officer II positions, East Hawaii beaches will have eight hour daily coverage. Comm. 285: RESOLUTION INCREASING THE TIME ELEMENT OF TWO (2) PARK (Res. 83) rnRETAKERS FOR KA'U AND KONA From Finance Director Harry A. The Park Caretaker I 2/5T in the Ka'u District will cover the new Kahuku Park in the Hawaiian Oceanview Subdivision; and the Park Caretaker I 2/5T in the Kona District is needed due to the expansion of the Old Kona Airport sports complex. Comm. 286: RESOLUTION INCREASING THE TIME ELEMENT OF RECREATION (Res. 84) TECHNICIAN IZ 2/5T AND CREATING TWO (2) RECREATION TECHNICIAN II 2/5T POSITIONS FOR KONA GYM From Finance Director Harry A. By increasing the time element of a Recreation Technician II 2/5T to 3/4T and creating two Recreation Technician II 2/5T positions, the Kona Sports Complex will have adequate staff coverage seven (7) days a week. Comm. 743.41: ORDINANCE BILL AMENDING CHAPTER 19 OF THE HAWAII (Bill 236) COUNTY CODE 1983 (1995 EDITION), RELATING TO REAL (1996) PROPERTY TAX ASSESSMENTS OF AGRICULTURAL LANDS From Council Chair Keiko Bonk-Abramson, dated March 7, 1996, transmitting a bill to replace Bill 160, Draft 3, due to a small typographical error found in the title of Bill 160, Draft 3. Recommends Bill 160, Draft 3, be filed and resurfaced with the title correction (Bill 236). Three other wording changes, which do not constitute substantive changes, have been made in the text of the bill. The changes are either corrections of typographical errors or minor clarifications of wording, as listed. Comm. 743.57: From Council Chair Keiko Bonk-Abramson, dated (Bill 236) April 17, 1996, transmitting Bill 236, Draft 2, (Draft 2) for consideration. States the bill is substantively (1996) the same as Draft 1, except the language that created a native forest category has been deleted. Comm. 1147: ORDINANCE BILL AMENDING CHAPTER 19 OF THE HAWAII (Bill 263) COUNTY CODE 1983 (1995 EDITION), RELATING TO REAL (1996) PROPERTY TAXES From Councilmember Elroy T. L. Osorio, dated April 23, 1996, transmitting a bill which allows for a provision FC-13 Page 4 May 19, 1997 Comm. 1147: that any claimant who fails to qualify for a property (Bill 263) taa exemption, which they had previously filed for, (1996) will be liable for any taxes owed and may have a lien (Cont'd) for such taxes placed on any real property the taxpayer acquires in the County. The bill also establishes that the lien shall follow the taxpayer if the subject property is sold to a bonafide buyer.
