Re: Emergency Management Performance Grant
Since 1999, the State of Hawai'i Department of Defense, State Civil Defense has been the
recipient or grantee of Emergency Management Performance Grant (EMPG) Program
allocations. These EMPG funds, currently provided through the U.S. Department of Homeland
Security, Office of Grants and Training, to sustain and enhance emergency management
capabilities at the State and local government levels, have traditionally been used to partially
reimburse program expenses for salaries, planning, preparedness projects, readiness
exercises, training, travel, and for emergency operations center utilities. These funds, totaling
$222,448 for two fiscal years for the Hawai'i County Civil Defense Agency, will support a
comprehensive emergency management that is able to respond to natural and manmade
hazards, homeland security-related incidents, and other emergencies that may threaten the
property, safety and well-being of the citizens and communities.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of
Hawaii Department of Defense, State Civil Defense for the Emergency Management
Performance Grant Program.
Because of an urgency to get the signed memorandum of agreement back to the State, the
Civil Defense Agency is requesting a waiver from the Finance Committee and to have this
resolution heard at the next Council meeting scheduled for June 2, 2009.

A. REQUEST:
To prepare a resolution to enter into an agreement and to accept a grant of $222,448.00 from State Civil
Defense for FY years 2008 and 2009 in the amount of $111,224.00 respectively.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii has received funds from the U. S. Department of Homeland Security Office of Grants
and Training to sustain and enhance emergency management capabilities to respond to natural and
manmade hazards, homeland security-related incidents, and other emergencies that may threaten the
property, safety and well-being of the citizens and communities.

Memorandum of Agreement for the FY 2008 and FY 2009
Emergency Management Performance Grant
Since 1999, State Civil Defense has been the recipient or grantee of Emergency Management Performance
Grant (EMPG) Program allocations. EMPG funds are currently provided through the U.S. Department of
Homeland Security, Office of Grants and Training, to sustain and enhance emergency management
capabilities at the State and local government level.
EMPG Program funds have a federal-State cost share matching requirement of 50 percent and have been
traditionally used by State and county civil defense agencies to partially reimburse program expenses for
salaries, planning, preparedness projects, readiness exercises, training, travel, and for EOC utilities.
For FY 2008 and FY 2009, the Hawaii County Civil Defense allocation of EMPG Program funds is
$111,224.00 for each year.
The terms and conditions for the EMPG Program funds allocated to Hawaii County are in the attached
agreement for FY 2008 and FY 2009. If you agree to the requirements of the grant program, please sign
and return the original Memorandum of Agreement to State Civil Defense on or before May 15, 2009.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
