Re: Operating Budget
Pursuant to the Federal Communications Commission (FCC) order 94-102, the State of
Hawai'i Wireless Enhanced 911 Board will reimburse the County of Hawai'i for approved
purchases relating to the provisions of technical functionality for the Wireless Enhanced
911 service. The Board is providing an additional $356,666 to allow the Hawai'i County
Police Department to upgrade its Computer Aided Dispatch system.
Enclosed is a bill for an ordinance amending the Operating Budget by increasing the
Wireless E911 account by $356,666.
Because we are close to the end of the fiscal year, we would like to request a waiver from
the Finance Committee and have this bill heard at the next Council meeting scheduled for
June 2, 2009.
If there are any questions, please do not hesitate to call the Hawai'i County Police
Department.

A. REQUEST:
To appropriate an additional $356,666.00 for the Wireless Enhanced 911 (WE911) under account number
010.201.5216.21.115 and revenue account 3305.47.
Needed to be processed before the end of the fiscal year. Requesting to bypass Finance committee.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to the Federal Communications Commission (FCC) order 94-102, the State of Hawaii Wireless
Enhanced 911 Board will reimburse the County of Hawaii for approved purchases relating to the provisions
of technical functionality for the WE911 service. This additional appropriation will allow the department to
upgrade the present Computer Aided Dispatch (CAD) system.

RE: Bill No. 94 AN ORDINANCE TO AMEND ORDINANCE NO.08-78, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2009.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
