Payment is needed to obtain possession of the real property to complete the Mamalahoa Bypass Highway. With approximately $684,000 available in the Miscellaneous Insurance Claims and Judgments account, the remaining funds will come from the Health Benefits account. There are monies available in the Health Benefits account since the Employer Union Trust Fund (EUTF) did not increase the rates for retirees this year as was previously reported to us. While we have saved this year due to the EUTF utilizing reserves available to cover the current year's increase; the increase in FY 2010 for the retires has been set at 15 percent. Enclosed is a resolution transferring $974,000 out and from the General Fund's Health Benefits account and crediting it to the Miscellaneous Insurance Claims and Judgments account. Because of the urgency of having the funds transferred during this fiscal year, we would like to request a waiver from the Finance Committee and have this resolution heard at the Council meeting scheduled for June 2, 2009.
