On May 18, 2009 we received the attached letter from Mayor William P. Kenoi with the
instruction to replace his previous letter dated May 13, (received May 14) nominating Louis Kaoiwi
to the Hawaii County Fire Commission.
Unfortunately this letter (Comm. 355) was already distributed. Therefore, please disregard
Communication 355 and replace it with the attached letter.

Dear Chairman Yoshimoto and Council Members:
It is my pleasure to nominate Louis Kaoiwi of Council District 4 to the Hawai'i County Fire
Commission. Mr. Kaoiwi is a lifelong resident of Hawai'i. He retired as a State of Hawai'i Kulani
Correctional Facility - Watch Lieutenant Supervisor in 1996.
Mr. Kaoiwi is familiar with the duties and responsibilities of the Fire Commission. He served as
a charter member from 2001 to 2003. He presently serves as a member of the Hawai'i County
Police Commission. Mr. Kaoiwi is also the current Finance Committee member for the HCEOC,
President for KMO, and Director for KLMMC. He states that he is not affiliated with any political
party. If confirmed, Mr. Kaoiwi will serve a term to end on December 31, 2013, replacing
Mr. Wilfred Okabe, whose term expired on December 31, 2008.

RE: Nomination of Louis Kaoiwi to the Hawaii County Fire Commission
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above-referenced matter be waived from the
Public Safety, Parks and Recreation Committee to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is denied,
for whatever reason, I understand the matter shall be referred to the Public Safety, Parks and
Recreation Committee for placement on its future agenda.
