Takahashi, dated April 3, 1997, transmitting the above resolution. This money will be used for the removal of pillars and to grade and fill the area to provide parking on the Waianuenue Avenue side of Carvalho Park in Kaumana. Yamashiro, dated April 8, 1997, transmitting the above resolution. States the arbitration decision covers the period from July 1, 1995 through June 30, 1997. Attaches an exhibit (schedule) showing the total cost ($107,879) of these various adjustments. The Council recently approved an appropriation from the fund balance of the general fund to cover negotiated pay increases. This appropriation will cover this additional cost. Comm. 245: ORDINANCE BILL INCREASING THE SPEED ENFORCEMENT GRANT (Bill 75) BY $12,000 FOR PURCHASE OF ANOTHER ACCIDENT INVESTIGATION MEASUREMENT SYSTEM (AIMS) From Finance Director Harry A. Takahashi, dated April 7, 1997, transmitting the above bill. States the AIMS will assist in the reconstruction of fatal traffic accident scenes. Comm. 256: RESOLUTION AUTHORIZING THE ACCEPTANCE OF 18 ASSORTED (Res. 72) WEIGHTLIFTING PLATES TO THE POLICE DEPARTMENT FROM HOPE CHAPEL OF KAILUA-KONA From Police Chief Wayne G. States the exercise equipment will be added to the Exercise Room at the Kona Police Station to enhance the physical conditioning of the police officers in the Kona District. Takahashi, dated April 18, 1997, transmitting the above report. The certificate is furnished in compliance with Chapter 19, Article 11, Section 19-90(e) of the Hawaii County Code, as amended. The total value of net tauable real property is $10,156,902,565. The estimated gross value of new residential construction is $121,055,400 and commercial construction is $37,260,100. A total of 824 appeals were filed. Details of the assessed valuations by zones, classes of property, exemptions and appeals are attached. Comm. 264: RESOLUTION ACCEPTING THE DONATION OF $1,500 FROM (Res. 73) CHEVRON U.S.A. INC. FOR TRAINING OF COUNTY FIRE ^~'DnRTMENT PERSONNEL TO FIGHT PETROLEUM FIRES From Fire Chief Nelson M. Tsuji, dated April 21, 1997, transmitting the above resolution. The training will help increase the fire fighting capability of the Fire Department. Additionally, he is recommending that Curtis Tyler be also nominated to serve on the NACo Steering Committee on Environment, Energy & Land Use. Comm. 272: ORDINANCE BILL AMENDING THE CAPITAL BUDGET BY ADDING AN (Bill 77) APPROPRIATION FOR THE LANDFILL CLOSURE AND MATERIAL RECOVERY FACILITY - $10 000 000 From Finance Director Harry A. Takahashi, dated April 8, 1997, transmitting the above bill. States establishing this appropriation will enable the County to address solid waste issues when a judgment or resolution is determined on the West Hawaii landfill decision. The remaining Capital Project Fund fund balance is proposed to be utilized as part of the total funding package. An appropriation of $981,760 is available in the Capital Project Fund fund balance. Comm. 273: SALARY ORDINANCE FOR FY '97-'98 (Bill 78) From Finance Director Harry A. Takahashi, dated April 21, 1997, transmitting the above bill. States the bill proposes a salary range for appointive executive and administrative positions. Further states that although pay grades for deputies of the Office of the Corporation Counsel and the Prosecuting Attorney have been included, a proposal to amend the salary schedule for deputies is currently before the Council. Comm. 200.02: ORDINANCE BILL RELATING TO SALARY GRADES FOR DEPUTIES (Bill 83) IN THE OFFICE OF THE CORPORATION COUNSEL AND THE OFFICE OF THE PROSECUTING ATTORNEY From Prosecuting Attorney Jay T. Kimura and Corporation Counsel Richard D. Wurdeman, dated April 17, 1997, transmitting the above bill. This proposal provides the respective department heads with the flexibility to reward meritorious performances, without having to increase salaries across the board; additionally, eliminates differentiation between deputies, based on department, and places them all on equal footing.
