The goal is to increase awareness and provide knowledge and skills for police officers when interacting with at-risk individuals, particularly those who may be suffering from mental illness. The funds will be used for the bicycle patrol program as it will enable the officers to respond appropriately to a crisis, to assist with access to mental health services, and to reduce the number of arrests. The Hawai'i County Police Department would like more individuals to feel comfortable in accessing help and assistance through its bicycle program. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the Office of Hawaiian Affairs for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $25,000 OHA Training Grant. Because we are close to the end of the fiscal year, we would like to request a waiver from the Finance Committee and to have this resolution and bill heard at the next Council meeting scheduled for June 2, 2009.
