Your Committee on Finance, to which was referred Resolution No. 126-09, reports as follows:
Resolution No. 126-09, transmitted by Finance Director Nancy Crawford, via Communication No. 282,
dated April 23, 2009, authorizes the Mayor to enter into a multi-year lease for one hundred (100) mobile
data terminals for the Hawaii County Police Department.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year must be approved by resolution.
Councilmember Ford stated that she felt this was very good equipment for our officers to have. She felt
that our police force should be brought into the 2151 century. Councilmember Ford questioned Hawaii
Police Major Sam Thomas who was present in Hilo, as to whether or not these were special laptops that
could withstand the jarring of being in a police vehicle. Major Thomas stated these were reinforced
laptops that could withstand jarring or being dropped.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 126-09, and
recommends its adoption.
