Your Committee on Finance, to which was referred Bill No. 72, reports as follows:
Bill No. 72, transmitted by Finance Director Nancy Crawford, via Communication No. 284 dated
April 23, 2009, amends Section 18-1 to add a definition for "director of finance" because other sections of
the chapter now use that term. Section 18-38, related to taxicab permits, is amended to replace the term
"serial" with the correct term "permit" referring number on the taxi permit, and to remove the requirement
that the driver's home address be displayed, replacing that with the taxi company name.
Chapter 18, Section 18-38 includes the requirement that taxi driver's permits be posted in a prominient
place within the vehicle. Taxi driver's have expressed concern regarding the requirement that they
include their address on the permit. The Department of Finance finds that this is an unnecessary
requirement and that displaying such personal information impacts the individual's privacy and security.
The amendment replaces driver's address with taxicab company information.
There was no discussion on this matter.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 72 and recommends it
pass first reading.
